Joinder of parties is compulsory if there are
parties without whom no final determination can be had of an action (Sec. 7, Rule 3). Joinder of parties is permissive when there is a right of relief in favor of or against the parties joined
in respect to or arising out of the same transaction or series of transactions, and there is a
question of law or fact
common to the parties joined in the action (Sec. 6, Rule 3).
