Gov't auditor exposes PTV's P157M spending's lack or inadequacy of dox, approvals


Remember PCOO's Php3,701,369 per-day budget? Well, COA has issued a red flag on PTV's 157-million spending. COA flags P67.179 million in damages not charged to suppliers, P10.456 million in incentives without approval, and a P1.3-million non-existent parking lot project.

MANILA, Philippines – The People’s Television Network, Incorporated (PTNI) spent P157.322 million on various projects flagged by the Commission on Audit (COA) for inadequate or absent documents and approvals.

These were all noted by the COA in its 2017 audit report of the state-run television network. The station is headed by general manager Dino Antonio Apolonio; it is an agency attached to the Presidential Communications Operations Office (PCOO) under Secretary Martin Andanar. THROWBACK: The Senate Finance Committee approved Wednesday the 2018 proposed budget for the Presidential Communications Operations Office (PCOO), amounting to ₱1.351 billion. This is ₱22.3 million or 1.63 percent lower compared to its 2017 budget of ₱1.373 billion. Senator JV Ejercito, one of the vice chairmen of the Finance Committee, said he is just concerned that the PCOO might not be able to fully execute its functions. "Especially Philippine News Agency (PNA), they represent the President of the Republic. They represent the government so 'yung mga blunders, 'yung mga kapalpakan ay [the failures are] unacceptable," Ejercito said in an interview. The PNA has been in hot water recently due to gaffes in its site, when some of its articles with editor's notes appeared on their headlines early September. Last May, there were reported 'fake news' articles also appearing on the state news website. ₱1,351,000,000 divided by 365 days is ₱3,701,369. That's 3.7 million pesos a day for the PCOO.

The DU30 administration has allotted daily budget of 3.7M pesos for the PCOO led by Andanar and Mocha.
