Lawmaker to PNP: Hire mechanics to maintain 15,170 police cars

The Philippine National Police should open more non-uniformed personnel (NUP) slots for driver-mechanics so that its 15,170-vehicle fleet will be constantly maintained, log more patrol miles, and last long.

House Majority Leader Rolando Andaya Jr said if the PNP will hire more civilian personnel who will do the upkeep of its patrol vehicles “then it will inject a strong maintenance culture in an organization which seems to lag in asset preservation.”

“Ang perception kasi ng tao mukhang mabilis malaspag ang mga sasakyan na binili ng PNP o binigay sa kanila. Bakit ang kotse ginawang taxi or van na pinamasada, na mas mahaba pa ang tinakbo, mas tumatagal kesa doon sa pag-aari ng ating pulisya?” Andaya said.

Andaya said a “plan to prolong the life” of police vehicles should be one of the “urgent tasks” of the present PNP leadership.

In addition to the “better and transparent use of car maintenance funds,” Andaya recommended the hiring of more drivers or driver-mechanics into the police’s NUP ranks.

“Sila yung tinatawag na force-maximizer. With the right training, hindi lang pwede magmaneho, pwede pa sa basic maintenance, o troubleshooting. Kung park-and-drive ang nagagawa ng mga pulis dahil busy sila sa ibang bagay, di kumuha tayo ng mga taong naka-focus sa mga sasakyan,” he said.

Andaya explained that having well-maintained vehicles is crucial to the PNP’s aim to conduct some 16 million foot and mobile patrols and to respond to distress calls within 15 minutes next year.
“If a crime is in progress, hindi naman pwede na mag-jogging sila papunta doon, o pumara ng habal-habal. Even if they can communicate and shoot but it they can’t move, then they’ll be useless,” Andaya said. NUPs are non-armed civilian employees assigned to administrative or support duties at all levels of the PNP organization.

Last year there were 11,678 NUPs in the PNP plantilla as compared to 181,020 uniformed personnel, Andaya said. “Yung sa NUP nga may bakante ma 1,648. Hindi lahat napunuan. Kung may bakante pa rin ito i-earmark na natin sa mga driver-mechanics.”

It was reported that the last batch of NUP recruits were assigned to computer work, in running the-blotter system in police stations.

On paper, the PNP’s motor vehicle fleet consists of 7,083 patrol cars and jeeps, 4,683 motorcycles, 301 buses, 680 trucks and personnel carriers, 287 specialized vehicles.

“Isa pa ito. Kailangan ma-distinguish kung ilan ang sira, hindi na tumatakbo. Updated at kung pwede in real time ang report kasi malaking pondo ang nasasayang kung paglalaanan pa ng gas budget ang mga sasakyang hindi na tumatako,” he said.

For 2019, the PNP has a proposed budget of P172.3 billion for 2019.
