The rule against forum-shopping is further strengthened by the issuance of Supreme Court Administrative Circular No. 4-94. Said circular formally established the rule that the deliberate filing of multiple complaints to obtain favorable action constitutes forum-shopping and shall be a ground for summary dismissal thereof.
