Whether wage distortion exists a question of fact

The issue of whether or not a wage distortion exists as a consequence of the grant of a wage increase to certain employees, is a question of fact; and as a rule, factual findings in labor cases, where grounded on substantial evidence, are not reviewed. However, a disharmony between the factual findings of the Labor Arbiter and those of the NLRC, opens the door to a review thereof by this Court. [G.R. No. 108556. November 19, 1996]
