5 groups of workers allowed to collectively bargain
The following are workers allowed by law to organize and collectively bargain with their employers:

[2] Government employees of corporations created under the Corporation Code;
[3] Supervisory Employees;
[4] Aliens with valid working permits; and
[5] Security personnel.
