Law expert: I'm against martial law extension


I AM AGAINST THE EXTENSION OF MARTIAL LAW IN MINDANAO on purely constitutional grounds. Article VII is clear on the grounds for the declaration of martial law: invasion or rebellion, when so required by public safety. When there is neither invasion nor rebellion, there is no constitutional basis for martial law. The necessity of continuing "mopping up" operations, or of preventing the recurrence of a terrorist assault are not constitutional grounds for martial law -- hence, they are no justification for its extension.
