Ex-CJ: Leonen impeachment unlikely because weak

For a Former Chief Justice, the impeachment complaint against Supreme Court Associate Justice Marvic Leonen will most likely fail because its grounds are 'wobbly'. Retired Chief Justice Artemio Panganiban says that Larry Gadon, the lawyer behind the complaint has not produced any conclusive evidence that Leonen purposely delayed the resolution of pending cases assigned to him. Panganiban pointed out that the 24-month period deadline for cases is a provision that is directory, not mandatory which means, it is not an inflexible rule.
